Misconduct of publication ethics

Could this case be considered as violation of publication ethics?
Recently an Academic Staff (F) has picked up a research article that has been published in an international journal since five years. The name of the author (F) was cited number 6th among seven cited authors (A, B, C, D, E and G). When he read the article he discovered the following:
1. Author (A): The one, who submit the research for publication, is from a country other than the country where the research was done. He had visited this University (X) only for few days.
2. Authors (B to G): are from the same institution (X).
The idea, the data and results of this research manuscript were copied from a research thesis submitted in this institution by a postgraduate young researcher (G) nine years before publication of the article. This thesis was principally supervised by Author (C) with co-supervision of Authors (D), (E) and (F). Author (E) was the one who has done the lab work and is not aware of any papers published from this thesis.
Author (C), the principal supervisor did not give any permission to any one to publish research that utilizes results from this thesis.

Author (B) did not share by any means in the research thesis. He had the influence on Author (G) being a senior professor and member of promotion committee that evaluates the research papers for promotion of academic staff. This might push the Author (G) to give the data of thesis to Author (B).
Author (D) cannot be approached for clarification because he has conflict of interest with Author (B).

These questions need answers:
1. Could this case be considered as a violation of research or publication ethics?
2. Who will be accused by the violation?
3. Is the inclusion of the real authors considered as an exemption from violation of research or publication ethics?
4. Does the long duration between the completion of the thesis and the publication date (9 years) or between the publication date and reporting violation (5 years) make the case ended and nonsense although the authors are still working, submit their research for publication and evaluate researches of others?
5. If you are in the place of editor-in-chief of the journal that published this paper, how do you respond?
